Andy Cooper
Senior Vice President
Andy has been vice president of World Risk Management since its inception. Andy is responsible for the marketing, reinsurance & day to day interaction of public entity clients.
Prior to joining World Risk Management, Andy worked for a national brokerage firm for 22 years. Andy spent the earlier years working in the London insurance marketplace where he specialized in both U.S. & U.K. public entity business. Andy transferred to Orlando in 2001 and has concentrated on Florida public entity business ever since.
Andy studied Business at Redbridge College in England.
Debbie Young
Account Manager
Debbie is an Account Manager working on the Public Risk Management Account as well as Non-Profit Insurance accounts. She is responsible for the day to day servicing including answering coverage questions, gathering underwriting information, assisting underwriting team, preparing proposals etc.
Debbie has worked as an Account Manager in the Insurance Industry since 1981 with the past 15 years focusing on Public Entity, Non-Profit and other Governmental accounts. Prior to joining World Risk Management, Debbie worked for a large Insurance broker providing day to day servicing of Public Entity and Governmental Accounts throughout the United States.
Debbie is a graduate of Dunedin High School and attended Hillsborough Community College in Tampa. She has been a member of Association of Governmental Risk Insurance Pools (AGRIP) and Public Risk Management Association (PRIMA).
Joshua Hallon
Vice President
Joshua is a Vice President with World Risk Management . He is responsible for risk management advisory services, marketing, relationship management and future growth initiatives for the firm.
Prior to joining WRM, Joshua worked for a large national Third Party Administrator for 15 years. He spent his early years in various claims administration and claims management roles before transitioning to a Senior Account Executive role. There, he was responsible for the acquisition and implementation of new business accounts as well managing the firm’s delivery of service and assisting clientele in retooling and enhancing their existing claims control protocols.
Joshua is married and the proud father to daughter, Maddison. When not working, he enjoys spending time with his family, golfing. and scuba diving.
Adam Balls
Vice President
Adam is Vice President of World Risk Management. Adam is responsible for client engagement strategy, relationship management, risk management advisory services and future growth initiatives for the firm.
Prior to joining WRM, Adam lead a Property & Casualty Practice for a national privately held broker for their Florida operations. During his 11+ year tenure with this firm he also helped lead their public risk practice with a direct client management role of over a 100 public entities and schools within the Midwest.
Adam is married and a proud father of 3 boys. He is a graduate of Bowling Green State University with a Bachelor of Science in Finance and 3-year captain of the University Golf Team.
He holds several industry designations which include:
- Commercial Lines Coverage Specialist (CLCS)
- Commercial Insurance Counselor (CIC)
- Certified Risk Manager (CRM)
- Certified School Risk Manager (CSRM)
Adam holds his 1-20 Surplus Lines License in addition to his 2-20 Property & Casualty License.
